Iran's SNSC Adopts Mechanism to Counter Potential US Non-Compliance
Informed sources familiar with the review of the recent memorandum of understanding by Iran's Supreme National Security Council (SNSC) say the approval is based on a detailed interpretive framework designed to address any potential delays or violations by the United States, reflecting concerns over Washington's history of failing to honor its commitments.
According to the sources, the SNSC's approval of the memorandum is tied to a step-by-step "interpretive theory" that takes into account a long record of US hostility and repeated breaches of commitments. The sources said that during expert-level deliberations, various provisions of the memorandum were presented to the Supreme Leader of the Islamic Revolution as part of an interpretive annex, which was subsequently adopted as a binding framework for implementation.Under the mechanism, each commitment undertaken by the other party is paired with a corresponding Iranian implementation step. The council's decision is therefore based on a conditional and phased approach, meaning Iran will carry out its obligations only after the full and verifiable implementation of each corresponding US commitment.According to the sources, if any provision is not fulfilled, Iran's reciprocal measures — including the suspension of related commitments — will be activated immediately. The mechanism, now incorporated into an SNSC resolution, reflects a cautious approach toward US promises and is intended to prevent or neutralize any future deviation from, or violation of, the agreement by the United States. The MoU aimed at ending the recent war, imposed by Israel and the US on Iran, set to be signed in Switzerland on Friday.
