It reminds of the Arabic proverb «الغریق یتشبث بکل حشیش». A close English equivalent would be: A drowning man will clutch at a straw. It refers to someone (like Trump) who is desperate and will grasp at any possible means of escape or any faint hope, no matter how unlikely or ineffective it may be.
