واکنش حقوق بشری ایران به کشتار غیرنظامیان در جنوب لبنان
ستاد حقوق بشر ایران در واکنش به حملات رژیم صهیونیستی به جنوب لبنان، این اقدامات را بهشدت محکوم و اسرائیل و آمریکا را مسئول پیامدهای آن دانست.
به گزارش خبرگزاری فارس، ستاد حقوق بشر جمهوری اسلامی ایران با انتشار بیانیهای حملههای ویرانگر رژیم صهیونیستی علیه مناطق مسکونی در جنوب لبنان را محکوم و اعلام کرد: رژیم صهیونیستی و آمریکا بهعنوان حامی راهبردی و تامینکننده اصلی تسلیحات این رژیم، مسئولیت مستقیم و کامل تمامی پیامدهای شوم آتشافروزی برای صلح و امنیّت منطقهای را بر عهده دارند.متن این بیانیه به شرح زیر است:ستاد حقوق بشر جمهوری اسلامی ایران، با ابراز عمیقترین نگرانی نسبت به حملات مستمر و ویرانگر نظامی رژیم صهیونیستی علیه مناطق مسکونی در جنوب لبنان، این اقدامات تجاوزکارانه را که در تقابل آشکار با حقوق بینالملل، منشور ملل متحد و بنیادیترین موازین و ارزشهای انسانی و حقوق بشری قرار دارند، بهشدت محکوم مینماید.در روزهای اخیر، نیروهای نظامی رژیم جنایتکار صهیونیستی با بهرهگیری از حملات هوایی و پهپادی متعدد، مناطق مسکونی جنوب لبنان را بیرحمانه آماج حملات خود قرار دادهاند؛ براساس گزارشهای میدانی، مناطق کفررمان، شوکین، کفرجوز و عربصالیم در بخش النبطیه، منطقه سجد در بخش جزین و شهرک کفرتبنیت بهشدت بمباران شدهاند که به کشتار تعدادی از غیرنظامیان ازجمله زنان و کودکان منتج شده است؛ در همین راستا، نخستوزیر رژیم صهیونیستی با وقاحت تمام در صفحه شخصی خود اعلام نموده است «که طبق دستورات او، ارتش اسرائیل ۱۵۰ هدف در لبنان را بمباران کرده است»؛ همچنین در روز یکشنبه ۲۴ خرداد ۱۴۰۵، ضاحیه بیروت نیز هدف تجاوز قرار گرفت که در نتیجه آن، شماری از شهروندان غیرنظامی به شهادت رسیده و جمعی دیگر زخمی شدند.
این روند بهروشنی گواه آن است که نخستوزیر جنایتپیشه رژیم صهیونیستی – که به دلیل ارتکاب جنایات علیه بشریت و نسلزدایی از مردم غزه، تحت پیگرد بینالمللی قرار دارد – به بحرانآفرینی و خونریزی عادت کرده و دوام سیاسی خویش را در تداوم جنگ و ویرانی میجوید؛ حقیقتی تلخ که منافع شخصی یک جنایتکار بینالمللی را با خون بیگناهان لبنان پیوند میزند.جنایات رژیم صهیونیستی، مصادیق متعدد و مکرری از نقض اصول بنیادین حقوق بینالملل، حقوق بشر و حقوق بین الملل بشردوستانه را در خود جای داده است، ازجمله نادیده گرفتن آشکار حق حیات و ممنوعیت کشتار غیرنظامیان؛ از سوی دیگر، بند ۴ ماده ۲ منشور ملل متحد نیز بهصراحت هرگونه تهدید یا استفاده از زور علیه تمامیت ارضی یا استقلال سیاسی کشورها را ممنوع اعلام کرده است؛ از این رو، حملات هوایی و پهپادی مکرر به خاک لبنان، نقضی آشکار از این اصل بنیادین به شمار میآید.هدفگیری عمدی مناطق مسکونی، مجتمعهای شهری و منازل مردم، نقضی آشکار از اصل تفکیک به شمار میرود که یکی از ارکان اساسی حقوق بینالملل بشردوستانه است؛ افزون بر این، کشته شدن تعداد زیادی از غیرنظامیان بیگناه از جمله زنان و کودکان در جریان این حملات، نمونهای بارز از نقض اصل تناسب بوده و بدون تردید با در نظر داشتن سایر عناصر در زمره جنایات جنگی قابل طبقهبندی است.
پر واضح است محاکمه جنگ افروزان و متجاوزان و عاملان و آمران جنایات سیستماتیک علیه مردم فلسطین و لبنان، نه یک گزینه که یک ضرورت انکارناپذیر تاریخی و حقوقی است؛ رژیم صهیونیستی و ایالاتمتحده آمریکا بهعنوان حامی راهبردی و تامینکننده اصلی تسلیحات این رژیم، مسئولیت مستقیم و کامل تمامی پیامدهای شوم این آتشافروزی برای صلح و امنیت منطقهای را بر عهده دارند؛ جامعه بینالمللی دیگر نمیتواند در برابر این سیل بیامان جنایت سکوت پیشه کند؛ سکوت در برابر این فجایع، همداستانی با جنایتکاران است؛ تاریخ، هرگز جنایت را نمیبخشد و اجرای عدالت، گریزناپذیر است.
متن انگلیسی این بیانیه به شرح زیر است:In the Name of GodStatement by the High Council for Human Rights of the Islamic Republic of Iran Condemning “the Continued Brutal Attacks by the Zionist Regime on Residential Areas in Southern Lebanon and the Martyrdom of a Number of Lebanese Citizens”The High Council for Human Rights of the Islamic Republic of Iran, expressing its deepest concern over the continuous and devastating military attacks by the Zionist regime against residential areas in southern Lebanon, strongly condemns these aggressive acts that are in clear conflict with international law, the United Nations Charter, and the most fundamental human rights standards and values.In recent days, the military forces of the criminal Zionist regime have mercilessly targeted residential areas in southern Lebanon with numerous airstrikes and drones. According to field reports, the areas of Kafr Rumman, Shokin, Kafr Jawz and Arab Salim in the Nabatieh district, the Sajd area in the Jizin district, and the town of Kafr Tebnit have been heavily bombed, resulting in the killing of a number of civilians, including women and children. In this regard, the Prime Minister of the Zionist regime has brazenly announced on his personal page that according to his orders, the Israeli army bombed 150 targets in Lebanon.Also, on Sunday, June 14, 2026, the Dahiyeh of Beirut was targeted, resulting in the martyrdom of a number of civilians and the injury of others.
This pattern clearly demonstrates that the criminal Prime Minister of the Zionist regime, who is the subject of international prosecution for crimes against humanity and the genocide of the people of Gaza, has become accustomed to fomenting crises and bloodshed, and seeks his political survival in the perpetuation of war and destruction. It is a bitter reality that intertwines the personal interests of an international criminal with the blood of innocent Lebanese civilians.
The crimes committed by the Zionist regime constitute numerous and repeated violations of the fundamental principles of international law, international human rights law, and international humanitarian law, including the blatant disregard for the right to life and the prohibition against the killing of civilians. Furthermore, Article 2(4) of the Charter of the United Nations expressly prohibits the threat or use of force against the territorial integrity or political independence of any State. Accordingly, the repeated aerial and drone attacks against the territory of Lebanon constitute a clear violation of this fundamental principle. The deliberate targeting of residential areas, urban complexes, and civilian homes represents a manifest breach of the principle of distinction, one of the cornerstones of international humanitarian law. Furthermore, the killing of a large number of innocent civilians, including women and children, in the course of these attacks constitutes a clear violation of the principle of proportionality and, when assessed in light of the other relevant elements, may unquestionably be classified as a war crime.
It is self-evident that the prosecution of those who have instigated war and aggression, as well as those who have ordered, facilitated, and perpetrated systematic crimes against the peoples of Palestine and Lebanon, is not a matter of choice but an undeniable legal and historical necessity. The Zionist regime, along with the United States of America as its foremost strategic supporter and principal supplier of military assistance, bears direct and full responsibility for the detrimental consequences of these actions for regional peace and security. The international community can no longer afford to remain silent in the face of this unrelenting pattern of atrocities. Silence in the face of these tragedies is complicity with the criminals. History never forgives crimes, and justice is inevitable.
