Spokesman: Understanding Between Iran, US Reached, But Accord Not Imminent

Iranian Foreign Ministry Spokesperson Esmail Baqaei told reporters a “degree of understanding” has been reached with the United States on many issues but an accord to end the war, waged in late February, isn’t imminent.
“There is no guarantee whatsoever that the United States will abide by its commitments,” Baqaei said at a news conference on Monday. He stated that Tehran has repeatedly witnessed shifts in the positions of the Trump administration. “Within just a few hours you encounter completely different, and in many cases contradictory, positions,” he continued, adding that it “creates problems for any negotiation process".
On Saturday, Tehran and Washington announced that they have edged closer to finalizing a memorandum of understanding to end the war.But on‌ Sunday, both countries played down hopes for an imminent breakthrough in the three-month-old conflict. Tehran has stressed that the experience of negotiations with Washington dictates that Iran must exercise the utmost precision and caution, and described the United States' contradictory stances and excessive demands as well as its failures to honor its commitments as serious obstacles to the fruition of diplomatic processes.Baqaei also said Iran’s nuclear program isn’t part of discussions at this stage and reiterated Tehran’s demand that the war end on all fronts, including Lebanon.
He refused to describe Iran’s plan to monetize the Strait of Hormuz as a toll, instead characterizing it as fees for “services” to be provided, including navigation and environmental protection. “Any responsible country would welcome the creation of a reliable and predictable mechanism for managing transit and navigation through the Strait of Hormuz,” the diplomat added.
