Iran's Deputy FM: E3 Lacks Right to Trigger Snapback

Iranian Deputy Foreign Minister for Legal and International Affairs Kazem Qribabadi said the European troika – Britain, France, and Germany – has failed to fulfill its obligations as per the 2015 nuclear accord and therefore the three states have no right to activate the snapback mechanism— which fully reinstates anti-Tehran sanctions.
Qaribabadi made the remarks at a meeting of the Parliament’s National Security and Foreign Policy Commission on Sunday, where he briefed the lawmakers on the latest developments pertaining to Iran-E3 talks in Istanbul and the trio’s intention to invoke the so-called snapback mechanism.Ebrahim Rezaei, the committee's spokesman, said Qaribabadi attended the session to outline the measures taken by Iran’s Foreign Ministry regarding the snapback.Qaribabadi told the lawmakers that in a letter addressed to UN Secretary-General António Guterres, Iran’s Foreign Minister Seyed Abbas Araqchi stated the E3 lacks the legal, political, and moral authority to invoke the snapback mechanism of the 2015 nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), Rezaei added.The letter was also forwarded to the President of the Security Council and its members, and the EU High Representative Kaja Kallas.
According to Rezaei, Qaribabadi said Iran, Russia, and China have held a trilateral meeting to discuss Tehran’s response to the possible triggering of the snapback mechanism.He added that the Iranian negotiator has also reiterated the importance of implementing a law to suspend cooperation with the International Atomic Energy Agency (IAEA) following its politically-motivated resolution, which paved the way for US-Israeli onslaught against the country.Qaribabadi said that during the talks in Istanbul late in July, the Iranian negotiators protested the positions of the three European countries regarding the Israeli-US acts of aggression against the Islamic Republic, the attack on nuclear facilities, and their refusal to condemn the war crimes.The Iranian diplomat once again insisted that any resumption of negotiations with the US hinges on respecting the nation’s rights, including enrichment, lifting sanctions, and compensating Tehran for losses incurred during the 12-day US-Israeli assault, Rezaei continued.
He was addressing ongoing endeavours by London, Paris and Berlin, signatories to the 2015 nuclear agreement with Tehran, to invoke the deal’s so-called “snapback” mechanism. This mechanism would reinstate the United Nations Security Council’s sanctions against Iran, including the arms embargo, which the accord lifted upon its conclusion. It would also impose export controls, travel bans, asset freezes, and other restrictions on individuals, entities, and banks.Under the dispute resolution mechanism, all the anti-Iran UN sanctions suspended under the accord will be restored if one of the five permanent members of the Security Council believes Tehran is violating the Joint Comprehensive Plan of Action (JCPOA).The European parties to the deal have suggested they could activate the mechanism in response to what they call Iran's failure to abide by its commitments under the agreement.Trying to justify their campaign, the European trio claims that Iran’s nuclear energy program has been “diverted towards military purposes".The claim, however, has never been verified by the IAEA, which has carried out the most intrusive inspections of the country's nuclear facilities. Iran has declared that its nuclear program remains purely peaceful as always and that Tehran had no intention of developing nuclear weapons as a matter of an Islamic and state principal and has no hidden nuclear program.
